GOVERNOR PHIL SCOTT APPOINTS JOHN QUINN AS AGENCY OF DIGITAL SERVICES SECRETARY

Montpelier, Vt. – Governor Phil Scott today announced the appointment of John Quinn as Secretary of Digital Services and Chief Information Officer. Quinn will lead the Agency of Digital Services (ADS), which was created by Gov. Scott under Executive Order 06-17 to establish a unified organizational structure for the state’s Information Technology (IT) portfolio. 

“John has been integral in the planning of the Agency of Digital Services and in our overall strategy for modernizing state government,” said Gov. Scott. “His leadership and experience in IT and project management will continue to be incredibly valuable as we establish this Agency and take a more coordinated and accountable approach to managing the state’s IT infrastructure.” 

The Agency, officially formed April 17, dissolves the Department of Information and Innovation to better align the IT portfolio with the state’s operational objectives. This new structure – part of Gov. Scott’s plans to modernize state government – will address core technology and project management challenges, provide more efficient support for state employees and deliver better customer service, while enhancing accountability. 

Under the new Agency, the responsibilities and work locations of IT staff remain the same, minimizing disruption and ensuring continuity of service for all Agencies and Departments. Agency IT leaders will now report to the Secretary of Digital Services. 

Quinn, 37, has served as Gov. Scott’s Chief Innovation Officer since January, and sits on the Governor’s Government Modernization and Efficiency Team (GMET). Holding positions of increasing responsibility, Quinn has been an information technology professional with the state since 2001, specializing in IT planning, project management, operations, and management. 

In 2012, Quinn was elected to the Northfield Select Board, where he served two consecutive two-year terms, spending three years as chairman of the Board. He received an Associate of Science in Computer Networking and PC Support from Champlain College and a Bachelor of Arts in Professional Studies from Johnson State College. Quinn is also a certified project manager with the Project Management Institute. He lives in Northfield with his wife and two children.
