Montpelier, Vt. – Governor Phil Scott today announced the appointment of Emily Boedecker as commissioner of the Department of Environmental Conservation (DEC) and Riley Allen as deputy commissioner of the Department of Public Service.
“I’m excited to have both Emily and Riley join our team, as they will both be dedicated public servants, and are committed to the missions of their respective departments and my goals to grow the economy, make Vermont more affordable and protect the most vulnerable,” said Gov. Scott. “Emily’s managerial experience and ability to bring together multiple stakeholders to work towards common goals will be a tremendous asset to DEC, and Riley’s experience analyzing and advising on a wide range of power sector and regulatory issues will serve Vermonters well.”
Boedecker joins DEC from the private sector, having served as executive director for Local Motion, a Burlington, Vt.-based non-profit advocating for walkable and bikeable communities. She brings to the position more than a decade of experience in marketing, fundraising, business development, management and partner engagement. Boedecker previously served as the acting state director at the Nature Conservancy of Vermont and held various positions in France and California for Hewlett-Packard and VeriFone.
Allen most recently served as senior adviser, research director and global research manager at the Regulatory Assistance Project in Montpelier, Vt. He previously served as the planning director at the Department of Public Service, before joining the staff of the Public Service Board as a senior policy adviser and hearing officer in 2008. Allen is an economist with experience analyzing key energy and telecommunications policy, and his expertise includes alternative regulation, energy efficiency planning, avoided cost determinations, demand-response initiatives, standard offer price arrangements and telecommunications regulation.
