Governor Phil Scott Appoints Laurel Mackin Assistant Judge in Orange County and Michael R. McCarthy Assistant Judge in Franklin County

08 August 2019

Montpelier, Vt. – Governor Phil Scott today announced the appointments of Laurel Mackin of Thetford and Michael R. McCarthy of Georgia to fill assistant judge vacancies in Orange and Franklin counties, respectively.

“Both Laurel and Mike have displayed a strong commitment to public service and dedication to their communities,” said Governor Scott. “I’m confident they will serve with distinction in these important roles.”

Mackin brings years of municipal and public service experience to her new role. Prior to her appointment, she served as the recreation department director for the Town of Thetford, the director of strategic planning for the Global Health Council in White River Junction, and as senior assistant to the dean of the Dartmouth Medical School in Hanover, New Hampshire.

"I’m thrilled to have this opportunity to serve the residents of Orange County and the Vermont Judiciary,” said Mackin. “I look forward to getting to work.”

McCarthy was formerly the town administrator for the Town of Georgia. He was chief of police in Swanton from 1989 until 2007 and a trooper in the Vermont State Police between 1977 and 1989. He replaces Assistant Judge Robert Johnson, who passed away earlier this year.

“The vacancy created by the sudden and unexpected passing of Bob left a huge void in Franklin County,” McCarthy said. “I’m humbled and honored to have been nominated by the Franklin County Republican Committee, and to have been appointed by Governor Scott to the assistant judge position.”

Per tradition and 17 V.S.A. § 2623, the Governor made the appointments after receiving recommendations from the corresponding political party committees. Mackin, a Democrat, replaces Democrat Victoria Weiss, while McCarthy, a Republican, replaces Republican Robert Johnson. Their terms last until January 31, 2023.
