Montpelier, Vt. – Governor Phil Scott and Agency of Digital Services (ADS) Secretary John Quinn announced today the appointment of Scott Woodward as Deputy Secretary of Digital Services. Woodward will join Quinn in leading the newly formed agency, created by Gov. Scott under Executive Order 06-17 and approved by the Legislature.
“I’m excited to have Scott join the Agency, as he has held several leadership positions in both the public and private sectors,” said Quinn. “He is a problem solver with a reputation for successful delivery of service to customers and partners. He will be a valuable addition to our team as we work with other agencies and departments to implement Governor Scott’s vision for a more modern, efficient and valuable state government.”
Woodward brings more than 25 years of leadership, consulting and IT experience to the position. He began his career as an officer in the U.S. Army, having served in the Federal Republic of Germany and a tour of duty in the Persian Gulf during Operation Desert Storm. Since leaving the Army as a Captain, Woodward has worked in the private sector in a variety of roles.
Woodward was the regional operations manager for Green Mountain Coffee Roasters (GMCR), helping the then-young GMCR set up operations in Massachusetts and Rhode Island. He later spent ten years in Silicon Valley in roles of increasing responsibility, including working as a senior PeopleSoft consultant, the director of service quality for a software hosting start-up and later as vice president of professional services for another early stage start-up.
Over the last ten years, Woodward has worked with federal, state and local public sector clients across the country while employed with Booz Allen Hamilton, CH2M Hill and on his own as an independent consultant. His IT expertise includes enterprise systems management, back-end infrastructure, business process design and re-engineering, as well as IT governance, custom software development, packaged systems implementation, and best practices for public sector procurement.
“Scott’s depth and breadth of experience will serve the Agency and the state well, as we work to modernize state government to increase efficiency and improve outcomes for Vermonters,” said Gov. Scott.
Woodward will begin his work with ADS on Monday, May 15.
