Executive Orders

An Executive Order to better protect Vermonters from exposure to unsafe chemicals in drinking water and the environment and assist businesses with compliance with federal and State laws related to chemical reporting and management requirements.

An Executive Order to reaffirm Vermont’s commitment to reduce greenhouse gas emissions from all sectors of the economy and create the Vermont Climate Action Commission to develop effective actions to meet those goals.

An Executive Order creating the Vermont Outdoor Recreation Economic Collaborative (VOREC) Committee to for promote prudent stewardship of State recreation assets and marketing the outdoor recreation values and attributes of Vermont to effectively foster economic growth.

An Executive Order to order and direct the Adjutant General of Vermont to order into service, as he may deem appropriate to carry out the purpose of this Order, any and all units of the National Guard of the State of Vermont for the performance of special duty for the purpose of responding to and providing support for a recovery mission at Mt. Pisgah in Westmore, Vermont. The Addendum terminates EO 10-17 due to the fact that the mission is deemed completed.

An Executive Order creating the Governor's Opioid Coordination Council to lead and strengthen Vermont’s response to the opioid crisis by ensuring full interagency and intra-agency coordination between state and local governments in the areas of prevention, treatment, recovery and law enforcement activities.

An Executive Order transfering State-owned land known as the Windsor Prison Farm from Buildings and General Services (BGS) to the Department of Fish and Wildlife (DFW). Approximately 118 acres is retained by BGS. An Executive Order was previously signed by the Shumlin Administration (E.O. 08-15) which needed to be revised after a property survey was completed, as directed by the Legislature in Acts of 2016, Act No. 160, Section 29.

An Executive Order to merge the Department of Liquor Control with the Vermont Lottery Commission to create a unified Department of Liquor and Lottery. This executive order looks to eliminate duplicative processes, improve accountability, and realize cost savings –maximizing revenue for the State.

Disapproved by the House pursuant to 3 V.S.A. § 2002(b) by House Resolution H.R. 14 entitled “House Resolution Disapproving Executive Order 07-17” on April 12, 2017.

An Executive Order to create an Agency of Digital Services. The new agency will unify all aspects of the State’s IT operations into one Agency to address core technology and project management challenges, provide more efficient support for state employees and deliver better customer service, while enhancing accountability.

An Executive Order to create an Agency of Economic Opportunity. This order reorganizes the Agency of Commerce and Community Development (ACCD) and the Department of Labor (DOL) to directly connect the needs of our employers and workforce. This structure allows for a better, more coordinated, and more accountable approach to advancing economic opportunities for all Vermonters. The new agency will carry out all ACCD functions and all DOL functions with exception of V.O.S.H.A., Project WorkSAFE, and Passenger Tramway Safety, which will move from DOL to the Department of Public Safety. Disapproved by the Senate pursuant to 3 V.S.A. § 2002(b) by Senate Resolution S.R. 6, entitled “Senate Resolution Disapproving Executive Order 05-17” on February 10, 2017.

An Executive Order creating the Program to Improve Vermont Outcomes Together (PIVOT). Accompanying the creation of the Government Modernization and Efficiency Team under Executive Order 03-17, PIVOT will support the implementation of GMET's recommendations, and assessment of results.
